I'm not sure if you're just using "host local" because that's how it was early on, or because you actually have been playing offline without updating for so long that your game doesn't have the singleplayer option under the Host/Local menu-and that option was added months ago. I don't know the precise timeframe, but if you've been logged out of Steam for several weeks/months/however long, that could be the reason.
